Severe weather events have become more frequent as the climate warms, with summer 2026 bringing a wave of brutal heatwaves and drought across Europe. As a result, rivers across the continent have seen their water levels plummet.
In Romania, the Danube plunged to its lowest level in 30 years, while in Hungary several river ships were stranded north of Budapest. The Rhine didn’t fare much better, with a river ship running aground in the German city of Bonn, requiring a freighter to pull it to deeper water.
The receding water levels have understandably worried travellers due to embark on river cruises, with popular cruising forums on sites like Reddit seeing an influx of queries, while Google searches for Danube water levels have shot up by 150 per cent.
The reality is, however, that river cruise disruptions due to fluctuating water levels remain the exception rather than the rule. While shrinking rivers are alarming, it’s very unlikely they are going to scupper your holiday, at least, not altogether.

That’s true for three key reasons. Firstly, although certain portions of the Danube and Rhine, for instance, have been badly hit, it is not accurate to say they’ve been affected in their entirety. Water levels are not uniform, and a river may be impassable in one section and completely navigable a few miles upstream.
Secondly, not all European rivers are affected in the same way, with some faring significantly worse than others. The Douro, for example, handles dry spells relatively well due to its system of locks and dams.
Last but certainly not least, fluctuating water levels do not come as a surprise to river cruise operators. They have dealt with similar conditions for decades, and while such challenges have become more common and severe, reputable lines will be well prepared for all eventualities, with plans B, C and D in place.
Why are fluctuating water levels a problem for river ships?

When it comes to water levels, there are two challenges river cruise ships may encounter:
Low water levels: Simply put, the river becomes too shallow for the ship to navigate safely. They risk scraping the riverbed or running aground and becoming stuck.
High water levels: Unusually elevated levels or flooding can mean a ship cannot pass under low bridges. Swollen rivers can also mean there are stronger currents, making it far more difficult for the captain to safely navigate, particularly when it comes to manoeuvring locks or docking.
How do river cruise lines respond to fluctuating river levels?
Outright cancellations remain rare. Cruise lines will always do their utmost to provide a solution. After all, the alternative is letting down their customers en masse and absorbing the cost of refunding hundreds of guests.
With that in mind, here are five possible scenarios you might face:
1. Modifying the itinerary

Usually, changing up the itinerary is one of the first things a cruise line will consider. If there is an easily accessible tributary, it can be an elegant solution, though sometimes more extensive rerouting is required.
In either case, it means substituting a port or two. That can lead to some disappointment, but approached with an open mind, the surprise destination might prove just as compelling.
For example, at the time of writing, a selection of river ships can’t access Regensburg, Nuremberg and several other German ports due to low water levels. Uniworld Boutique River Cruises has changed its route to circumvent this, with plans to stop in Linz in Austria instead, which provides access to the city of Salzburg.
2. Ship swap

This workaround involves disembarking, hopping on a coach and boarding a sister ship further down the river, skipping over the impassable section altogether.
This might sound like a hassle, but it’s usually surprisingly seamless. Typically, the crew will handle your luggage, so you’re not stuck lugging it from place to place. The river vessels are often fairly similar, too. Viking’s longships, for example, are purposefully designed to feel consistent across the fleet, so you’ll likely end up in an identical cabin.
The biggest advantage is that you keep to your original route, and apart from a little bit of time spent driving, miss out on very little.
3. Lightening the load

If the issue is low water levels during a period of low rainfall or drought, the quickest fix may be making the river ship temporarily lighter.
Passengers are asked to disembark at an attractive stop, where they can spend their day on a shore excursion, or exploring a pleasant town or city, before rejoining their ship by coach once it’s sailed the trickiest portion of the river.
This isn’t always feasible, but in specific circumstances this measure is enough to allow safe navigation over shallow riverbeds without scraping the bottom or running aground.
4. A land-based tour

While this isn’t the outcome anyone hopes for, in cases of severe disruption, a portion of your holiday may transform into a land-based tour. The crew will arrange for a scenic coach tour travelling a similar route to the one you’d take by river, visiting many of the same stops, and you’ll be put up in hotels along the way.
While this isn’t exactly the holiday you may have envisioned when you booked your river cruise, it doesn’t mean all is lost. After all, many of the operators, such as Riviera Travel, have decades of experience in delivering luxury tours on land and go above and beyond considering the circumstances.
5. A floating hotel

In the most extreme scenarios, your ship might spend some of the itinerary functioning as a stationary floating hotel, meaning you remain docked at a conveniently located port. From here, you’ll have the opportunity to take daytrips to nearby towns, landmarks and attractions.
In the moment, this can feel like an underwhelming solution, since you don’t get to enjoy the ever-changing scenery of sailing and your access to different destinations is pretty limited.
That said, depending on where you’re based, you might be pleasantly surprised by how many places you can reach. And who knows, taking the route less travelled might mean discovering destinations tourists rarely ever see. That’s the glass-half-full take on it, anyway.
Am I entitled to a refund?

If your cruise is fully cancelled, you’ll be entitled to a refund or the option to rebook. However, I wouldn’t count on this happening; whenever possible, the cruise line will opt for one of the solutions described above instead.
Because terms and conditions include a change-of-itinerary clause as standard, in such instances you’re rarely entitled to your money back. That said, in some cases you’ll be given the choice to rebook for a later cruise as a gesture of goodwill. Or you’ll sometimes get discretionary perks, such as a complimentary excursion or onboard credit, to make the adjustment feel well worth your while.
When are high and low water levels most common?

Unfortunately, it’s very difficult to plan around high and low water levels, with risks present throughout much of the year. As the weather becomes increasingly erratic, it’s also harder to make predictions based on historical data.
Late winter and early spring: Heavy spring showers combined with snowmelt, especially from mountain ranges like the Alps, can cause high water levels.
Summer and early autumn: Heatwaves and minimal rainfall can result in rivers shrinking to hazardous levels.
Late autumn to early winter: Heavy rainfall and snowfall can result in higher-than-ordinary water levels, though admittedly, there is less likelihood than in spring.
Which rivers are most impacted?
The Danube

The most popular European river for cruising is also particularly vulnerable to drought, with prolonged hot weather causing extreme evaporation, alongside changing precipitation patterns. Alpine glaciers have also retreated noticeably, particularly since the 1980s, meaning they no longer replenish the river as much as in decades past.
Conversely, the Danube is also in danger of elevated water levels. An increase in thunderstorms has resulted in flash flooding, while extensive human engineering, including dams and dikes, has destroyed the marshlands that used to absorb the excess water.
The Rhine

This Central European waterway is affected by many of the same factors as the Danube. Historically, it also relied on reserves of Alpine ice as a natural reservoir, and these have vanished at an alarming rate.
Its geography similarly puts it at risk; you’ll find several stretches in the Middle and Upper Rhine that are extremely shallow, with rocky riverbeds, meaning a few inches can make all the difference for river vessels.
It also endures periods of higher waters and flooding, which are a major problem for river ships considering the number of bridges they need to pass under.
The Elbe

The Elbe is notorious for disruptions due to fluctuating water levels, meaning some major river lines avoid it entirely.
Many of the issues stem from the soil. Historically, the land would absorb excess water during the high-water season and then drain back into the river during periods of low water. However, in post-war East Germany, large-scale farming practices degraded the earth; the consequence is that the Elbe is heavily affected by both droughts and floods.
What rivers are least impacted?
The Douro

For hundreds of years, the Douro was known for being anything but predictable. It had a reputation for rapid currents, hidden boulders and fluctuating water levels that made it one of the most treacherous rivers to sail, best left to the intrepid locals who would travel on flat-bottomed rabelo boats.
That all changed in the second half of the 20th century, when the River of Gold, as it’s called, was transformed by the construction of a system of locks and five hydroelectric dams. Today, it’s one of the most reliable rivers in terms of its water levels; sometimes it’s described as the ‘necklace of lakes’ because of how calm and steady it is.
The Seine

This famous French river isn’t immune from flooding or droughts but does have a distinct advantage. Put simply, its river basin sits on a bedrock of chalk and limestone, which acts like a giant sponge; when rainfall is heavy, it sops it up, and when there’s little or none, it releases the stored water back into the river.
Pair this with regulating reservoirs carefully managed by French authorities, and you have a relatively steady river.
The Rhône

While the Rhône can be affected by prolonged rainfall or heat, it tends to be more resilient than the Rhine or Danube. That comes down to its sources. One is the Rhône Glacier in the Swiss Alps, which has shrunk in recent decades, but the river also draws on the Saône River and Lake Geneva, so extremely low water is rare.
Lake Geneva plays a second role, too: preventing flooding. Thanks to its position, it swallows surges of snowmelt or rain before they build. Paired with a series of modern dams and diversion canals, this keeps high water at bay.
